is there a way to make MP3's smaller, I got a program that allows me to rip CD's and make them MP3 and there very small, like 30 MB MP3 small but if I download A CD it's about 130 for MP3, is there a program that lets me make MP3 even smaller?

MP3 is a highly compressed file format.
They can be made a little smaller by ripping them at a lower bit rate and make them a little smaller but you have a reduction in quality.
